Our Senior Team

David Lappin is a graduate of the University of Glasgow and holds a postgraduate qualification in Housing. He has been a Chartered Member of the Chartered Institute of Housing since 1990. 

Appointed Chief Executive in 2010, David leads the Senior Management Team and supports the Management Committee in ensuring strong governance and regulatory compliance. He is also responsible for the organisation’s strategic business planning. 

David is a Director on the Boards of Castlehill Housing Association’s two subsidiaries, Castlehill Solutions Ltd and Castlehill Housing Trust. He also served on the Board of the Scottish Federation of Housing Associations (SFHA) from 2017 to 2024. 

Joanne was appointed Director of Finance & Corporate Services in 2017. She is a Chartered Accountant and member of the Institute of Chartered Accountants of Scotland. 

Joanne is responsible for the strategic and operational management of the Finance and Corporate Services functions across the Association and its subsidiaries, Castlehill Housing Trust and Castlehill Solutions. Her role includes overseeing financial systems, controls, and compliance with all regulatory reporting requirements to the Scottish Housing Regulator, OSCR, and Companies House. 

She also manages relationships with finance providers, monitors loan covenants, oversees the organisation’s insurance programme, and works closely with both internal and external auditors. 

Mhorag joined Castlehill in 2010 as Housing Services Manager and became Director of Housing Services in April 2023. She has over 25 years of experience in housing, working across both local authorities and housing associations. She holds a Postgraduate Diploma in Housing and is a member of the Chartered Institute of Housing. 

Mhorag oversees housing management, housing support, Care & Repair services, and IT. She ensures that services are delivered to tenants professionally and in compliance with standards set by the Scottish Housing Regulator, the Care Inspectorate, and the SSSC. 

She reports to the Management Committee and is responsible for ensuring compliance with the Scottish Social Housing Charter, including submission of the Annual Return on Charter to the Regulator. 

Matthew joined Castlehill as Director of Property Assets in 2022 and brings over 30 years of experience in social housing and construction, having worked with both local authorities and housing associations. He has been a member of the Royal Institution of Chartered Surveyors (RICS) since 1994. 

Matthew leads Castlehill’s Property and Development teams, ensuring homes meet current and future standards while aligning with customer needs and regulatory requirements. He is responsible for delivering the Association’s Asset Management and Corporate Sustainability strategies, including progress toward Net Zero targets. 

His role also includes managing budgets and securing external funding to support redevelopment and improvement of the housing stock.
